Jam Version
Here is jam version of the game. As the rules are simplified in the current version, here is the how-to-play for the Jam vesion.
Welcome to PEACE COUNCIL!
This is a game about keeping the balance of the all coutries of the world,
where a country will start a war instantly once he sees a neighbour vulnerable
(A world crueler than our own, isn't it?)

HOW TO PLAY:
Play cards to influence the POWER of countries.
You first select a card then click on the zone(tile) to cast the card.

GOAL:
Keep the POWER(general strength) of all country as close as possible, otherwise a country will declare war on the weaker one.
=======================
ABOUT WAR:
Any country finds his POWER more than 2 times of its neighbour, it will declare a war on the neighbour in 3 turns.
Note for the country to cancel the war, his POWER needs to be less than 1.75 times the neighbour.
Any country declares a war, the game is over.

ABOUT ECONOMY:
Each zone has its own population, military, culture and industry.
The POWER of a country is the sum of all its zones' POWER .
The POWER of a zone = POP * CULTURE + MILITARY * INDUSTRY

PLAYER'S RESOURCE:
FUND, INFLUENCE are like money that can save to the next turn,
but AGENTS will always be full at the next turn.

NOTES:
- At each turn, random incidents will happen to stir things up.
- The capital always doubles the POWER of the zone.
- You can switch different view to see the heat map of population, military etc.
- War can only be declared between countries that are horizonally or vertically connected.
